Master Plan

The Homewood-Flossmoor Park District is committed to providing quality parks and recreation services to its residents. The Comprehensive Master Plan serves as a 10-year guide for the District in maintaining infrastructure, financial responsibility, sustainability, and recreation planning.
Throughout the planning process, the Project Team conducted meetings with the community, stakeholders, staff, and the Park District Board to gather recommendations and feedback, which ultimately led to four overall priorities:
- Effective Community Programs & Special Events
- Maintained Parks & Facilities
- Districtwide Financial Sustainability
- Engaging & Supportive Work Environment
These priorities are the framework for the recommended actions illustrated throughout the Comprehensive Master Plan.
As the Park District looks forward, it is important to remain adaptable to the changing interests and needs of the community. Offering effective programs will require continued analysis of which types of programming are currently serving the community and which might require a change in order to better meet a need. Additionally, continued maintenance of parks and facilities will ensure that the community has access to quality outdoor and indoor spaces where they can participate in programming and events. Lastly, a positive work environment for staff and financial sustainability will both contribute to the successful execution of programs and the ability to maintain the parks and facilities throughout the District.
